This is a large office, where people apply for welfare assistance. Clients include a wide range of income levels and tax complexity. Some speak Vietnamese or Spanish.

The work is done in cubicles, with computers (no internet connection); returns are e-filed or mailed. These cubicles are in a secure part of the building, so that volunteers must escort clients from and to the lobby; security officers assist.
